Notting Hill Carnival is Europe’s biggest festival of popular culture. People from all over Britain and the world are attracted to its Masquerade Bands, Steel Orchestras, Music Bands, Sound Systems and stalls over two days on the August bank holiday weekend. It is an explosion of Black cultural creativity and organisation in Britain for over 50 years. Various British MPs, Home secretaries newspaper editors, Commissioners of Police and the Royal Borough of Kensington and Chelsea (RBKC) have wanted to ban, restrict or control the Carnival.
